Abstract
This paper systematically analyzes the application status and development paths of artificial intelligence technology in the field of higher education from a macro policy perspective. By conducting a comparative analysis of typical domestic and international cases and introducing SWOT and PESTLE analytical frameworks, it delves into the institutional obstacles and breakthrough paths in the process of technological integration. The article constructs a logical chain of "problem-diagnosis-solution" and proposes a systematic reform plan encompassing governance frameworks, resource allocation, and evaluation systems, providing actionable policy references for the digital transformation of higher education.
